My guess is the queue for The Seas.

Interestingly, I've actually been to Depoe Bay.  My sister has a house in Lincoln City, OR which is a short drive north of there.

If not in the queue for the Seas, it could be within the seas, such as by the diving tube (since the sticker says "walk on the bottom of the ocean")....

Well, you got part of it right.  It most definitely is on luggage, but not at a DVC kiosk.  And it is in a park.
